Local prosecutors were accused of discouraging women from filing criminal charges and from enforcing orders of protection.

Victims were told if they filed complaints and the abuser was arrested or fined the abuser would be provoked and the reign of terror would increase.,

The prosecutor's office were slow to act on domestic violence cases

The prosecutor's office fails to file charges against abusers

Games are played with women. Women report to the prosecutor's office and they are told no one is there to accept their statement to come back later.

Women were warned that an order of protection was just a piece of paper and if she signed it she would be in greater danger because her husband or boyfriend would just be angier.

Prosecutors were accused of Decriminalized domestic violence by sending women to civil court for civil orders of protection rather than criminal orders

Prosecutors failed to ask for stiff sentences.
